D4 is an experienced Department of Defense contractor. Through its services, D4 has expanded the purchasing power of DoD budgets by increasing their ability to use low cost Commerical-Off-the-Shelf (COTS) tools to achieve project goals, primarily for Interactive Electronic Technical Manuals (IETMs) and training applications.
