D4 Leading the Way With NADCP Effort

D4 leads the way as a mentoring company for tribal firms to meet major milestones for the Native American Document Conversion Program (NADCP). NADCP is a Congressionally funded program in place to assist Native American tribes throughout the United States. Through NADCP, D4 is working closely with the Naval Air Systems Command (NAVAIR), Aviation and Missile Command (AMCOM), Wright Patterson Air Force Base (WPAFB) and Marine Corps Systems Command (MARCORSYSCOM). The company's role is to mentor selected tribes in general business skills, intelligent graphics conversion and Interactive Electronic Technical Manual (IETM) integration. As a result of the NADCP efforts, America's troops are better equipped and have improved readiness while the Native American tribes are receiving valuable skills, which reduce the staggering +/-65% unemployment rate on reservations. The companies involved are meeting schedules and increasing productivity throughput.

Intertribal Information Technology Company (IITC) is the prime contractor for the NADCP effort. As a mentor, D4 has been selected to work with Hawaiian Homestead Technologies, Inc. (HHT), Chickasaw Nation Industries (CNI), Central Council of the Tlingit and Haida Indian Tribes of Alaska (CCTHITA), Lakota Technologies, Inc. (LTI) and Shoshone Information Technology Company, Inc. (SITCO). Together, D4 and its tribal partners have converted several thousand graphics into CGM, DG and SVG formats while integrating intelligent graphics functionality with tagged text. Platforms that are benefiting from this effort include:

  • Apache AH-64A helicopter
  • H-1 and E-2C helicopters
  • TF33 propulsion engine and
  • Light Armored Vehicle (LAV) as well as 6 Program Group Directorates for the Marine Corps

D4, based in Bremerton, Washington, converts paper and low-level digital graphics into intelligent vector formats while providing an interface for graphical navigation in technical publications. D4 is pleased to be working with each of its Native American partners and the DoD services in this successful endeavor.
